2.2 User Control
A user with System Administrator status can define and control users and user access to sets.
A System Administrator will see a "System Admin" option on the main menu which will allow them to create new users or edit existing ones. A disabled user cannot login (though their sets may still be active). A normal user can login and create/edit sets. They will automatically get read/write access to any sets they create and the System Administrator can grant them access to other sets (see 2.3).
A System Administrator can change any users password through the "Change Password" feature on the main page.
